What is a Reserve Study?

A reserve study is a long‑range financial planning tool for common‑interest communities. It identifies the major common‑area components the Association must maintain (for example: roofs, siding, stairs, driveways, fences, mechanical and pool systems), estimates their remaining useful lives and replacement costs, and builds a 30‑year funding plan so owners contribute fairly over time rather than facing unexpected large bills.

  • Component inventory: a list of common‑area components the HOA is responsible for, with age, useful life, and cost estimates.
  • Funding analysis: projections of reserve income, interest, inflation, and scheduled expenditures to keep the fund solvent.
  • Updates: in California, associations review the study annually and perform a site inspection at least every three years.

Why this matters: staying properly funded protects property values, avoids deferred maintenance, and spreads costs equitably among current and future owners.

How to comment on the drafts

Please email specific corrections (e.g., component year‑new, remaining life, quantities, or cost notes) to the Manager or Board before October 22, 2025 so they can be captured in the final study.

Note: The 2025 DRAFTs supersede older assumptions by updating observed conditions, quantities, costs, and funding goals for Parkview’s buildings and Recreation Common Area.

FAQ & Notes

  • Are the DRAFTs final? Not until the Board adopts them by motion in an open meeting. Until then, they are for review and comment.
  • Will monthly assessments change? Any changes to the reserve contribution would be reflected in the budget process. If adopted on October 24, 2025, the Board will communicate any impacts to owners.
  • Why a separate pool study? Parkview tracks Recreation Common Area components (pool/clubhouse) distinctly because the recreation area collectively belongs to 42 owners (the 38 owners in eight buildings of the Parkview HOA plus the four owners in Lot 11.)
